Temporary becomes permanent
A foster fail is when someone fostering an animal—typically a dog or cat awaiting permanent placement—ends up adopting it themselves.
The "failure" is affectionate and ironic: the foster parent couldn't give up the pet, which is hardly a bad outcome.
