fomenting
Provoking unrest deliberately
Fomenting is stirring up or inciting something undesirable—trouble, rebellion, discord: They were accused of fomenting unrest among the workers.
The word carries a sense of deliberate agitation, often from behind the scenes.
An older medical sense meant applying warm liquids to the body, but this usage has largely disappeared.
