development deal
Project greenlight agreement
A development deal is a contract in entertainment—typically film or television—where a studio or network pays a creator to develop a project that may or may not get made.
The studio gains rights to the concept while the creator gets funding to write scripts or build out the idea.
Most projects in development never reach production: She signed a development deal with HBO but the series wasn't picked up.
A development deal represents interest without commitment.
