crupper

Saddle-anchoring tail strap

A crupper is a strap that passes under a horse's tail and attaches to the saddle, preventing the saddle from sliding forward—especially important on steep descents or with horses that have low withers.

The word also refers to the hindquarters of a horse generally: The mare's crupper was well-muscled.
