A cold-water flat is an apartment supplied only with cold running water—no hot water piped in, and typically no central heating.
The term evokes urban poverty in the early and mid-twentieth century, when such apartments were common in tenement buildings: They raised five children in a cold-water flat on the Lower East Side.
