co-decision

Shared legislative authority

Co-decision is a legislative procedure in which two bodies must jointly approve a measure for it to pass.

The term is most associated with European Union governance, where the European Parliament and Council of Ministers share equal power on certain legislation: The treaty extended co-decision to environmental policy.

More broadly, any arrangement requiring mutual agreement between parties rather than unilateral action.
