cardboard city
Makeshift shelter community
Cardboard city refers to an area where homeless people have gathered, using cardboard boxes and other improvised materials for shelter.
The term emerged in the 1980s to describe such encampments in urban areas, particularly in London and other British cities: The underpass had become a cardboard city for dozens of rough sleepers.
