Ballocks is a variant spelling of bollocks, the British vulgar term for testicles.
Like bollocks, it serves as an exclamation of frustration or disbelief, and can dismiss something as nonsense: That's a load of ballocks.
The spelling with an 'a' is older but now less common than the 'o' form.
