back-seat driver
Unwanted driving advice
A back-seat driver is a passenger who offers unwanted advice about how to drive: Would you stop being a back-seat driver? I know where I'm going.
The term extends to anyone who criticizes or tries to control something they're not responsible for: The committee doesn't need back-seat drivers second-guessing every decision.
