wheel clamps
Tire-locking penalty devices
Wheel clamps are devices that lock onto a vehicle's wheel to immobilize it, typically used by parking enforcement to penalize illegally parked cars or by owners as theft deterrents.
The driver must pay a fine or fee to have the clamp removed.
Also called boots in American English: I came back to find a wheel clamp on my car.
