unenacted
Still a bill
Unenacted describes legislation or proposals that have not been passed into law or put into effect.
A bill that dies in committee remains unenacted.
The term also applies to plans or intentions never carried out: unenacted reforms, unenacted promises.
Less commonly, it describes something not performed or dramatized: an unenacted scene.
