underclaiming
Reporting less entitlement
Underclaiming is failing to claim something you're entitled to—benefits, deductions, reimbursements, credit for work done.
The term appears most often in contexts of taxes and government assistance, where eligible people don't apply for or receive what they could: Billions in tax credits go unclaimed each year due to underclaiming by low-income families.
The opposite of overclaiming.
