Uncontactable describes someone who cannot be reached or communicated with, whether temporarily or permanently.
A person might be uncontactable because they're traveling in remote areas, have changed their phone number, or simply aren't responding to messages.
The witness had moved abroad and was uncontactable.
The word is more common in British English; Americans tend to say unreachable.
