the Kremlin
Russian power center
The Kremlin is the fortified complex in central Moscow that houses Russian government offices, making it shorthand for Russian state power and policy—much as "the White House" stands for the U.S. presidency: The Kremlin denied involvement, Kremlin officials refused to comment.
The word comes from Russian for "fortress," and other Russian cities have kremlins, but *the* Kremlin means Moscow's.
