Diagonal cutting pliers
Side cutters are pliers with angled cutting edges designed to snip wire flush or close to a surface.
The jaws meet at an angle rather than straight across, allowing cuts in tight spaces where standard diagonal cutters won't fit: Use the side cutters to trim the leads on that circuit board.
