positive statement
Claim something true
A positive statement is a claim about what is, was, or will be—a factual assertion that can in principle be verified or falsified.
Economists distinguish positive statements from normative ones: Raising the minimum wage will reduce employment is positive (testable), while We should raise the minimum wage is normative (a value judgment).
The term has nothing to do with optimism.
