overemploy
Staff beyond need
Overemploy means to employ excessively—either using too many workers for a task or working someone beyond reasonable limits.
More recently, the word has gained currency for holding multiple remote jobs simultaneously without employers' knowledge: He's been overemployed for two years, juggling three full-time positions.
The noun overemployment covers both senses.
