Nonbelligerent describes a nation or party that remains uninvolved in a war or armed conflict, or more broadly, someone who avoids hostility or aggression.
A nonbelligerent country may still have sympathies or provide aid without engaging militarily: Sweden remained nonbelligerent during World War II.
