kilties
Scottish traditional dressers
Kilties are shoes or boots with a fringed leather flap (called a kiltie) that covers the lacing.
The decorative tongue, which resembles a small kilt, appears most often on golf shoes and casual loafers.
The term can also refer to the fringed flaps themselves: I added kilties to my saddle shoes.
