Shoe with fringe
A kiltie is the fringed leather flap that covers the lacing on certain shoes, especially golf shoes and some styles of oxford.
The flap resembles a tiny kilt, hence the name.
Shoes with this feature are themselves called kilties: He wore brown leather kilties to the country club.
