governments in exile
Refugee state leadership
Governments in exile are political authorities that have fled their home countries but continue to claim legitimate rule from abroad.
They typically form when war, invasion, or revolution forces leaders out: During World War II, several European governments in exile operated from London.
Such governments may maintain diplomatic recognition, command military forces, or simply await the chance to return.
Their legitimacy and effectiveness vary widely—some eventually reclaim power, others fade into irrelevance.
