ghost fleet
Decommissioned naval reserve
A ghost fleet is a collection of ships anchored or moored in reserve, often inactive, deteriorating, or awaiting disposal.
The term may refer to military reserve vessels mothballed for potential future use, or to clusters of aging commercial ships left to rust in harbors and bays.
More recently, ghost fleet describes ships operating covertly to evade sanctions or regulations: Russia relies on a ghost fleet of aging tankers to circumvent oil embargoes.
