Fucking off is wasting time or avoiding responsibilities, often with an implication of deliberate laziness: We spent the afternoon fucking off instead of studying.
It also means leaving or going away, usually as a command: Why don't you just fuck off?
The first sense is idle avoidance; the second is dismissive departure.
