frozen tundra
Icy treeless expanse
Frozen tundra is a treeless Arctic or subarctic plain with permanently frozen subsoil.
The phrase is technically redundant—tundra is by definition frozen—but has become a fixed expression, especially in American sports broadcasting to describe brutally cold outdoor venues: Lambeau Field, the frozen tundra of Green Bay.
The redundancy adds rhetorical emphasis.
