frozen conflict
Unresolved territorial standoff
A frozen conflict is a territorial or political dispute where active warfare has stopped but no formal peace agreement exists.
The underlying issues remain unresolved, hostilities could resume at any time, and the situation persists in a state of neither war nor peace: Nagorno-Karabakh was a frozen conflict for decades before fighting resumed.
The term appears frequently in discussions of post-Soviet states and regions with disputed borders or breakaway territories.
