community control
Neighborhood self-rule power
Community control is the principle that local residents should have direct authority over institutions affecting their lives—schools, police, housing, healthcare.
The concept emerged from 1960s civil rights organizing, when Black communities sought to wrest power from distant bureaucracies: Community control of schools was a major demand in Ocean Hill–Brownsville.
It emphasizes democratic self-determination over professional or governmental oversight.
