cabals

Covert political cliques

Cabals are small groups of people who scheme together in secret, usually to gain power or influence through underhanded means.

The word carries strong connotations of conspiracy and self-serving manipulation: a cabal of wealthy donors pulling strings behind the scenes.

While any tight-knit group working toward shared goals might technically qualify, cabal almost always implies something sinister or at least suspicious about the group's methods or intentions.
