blow-in

Outsider just appeared

A blow-in is someone who has recently arrived in a place, especially a rural community, and is considered an outsider by locals.

The term is common in Ireland and Australia, carrying a dismissive tone—implying the person doesn't truly belong regardless of how long they stay: He's been here twenty years but they still call him a blow-in.

The image is of someone blown in by the wind rather than rooted in the soil.
