backseat drivers
Unwanted navigation advisors
Backseat drivers offer unwanted advice or criticism to whoever is actually in control.
The literal sense refers to passengers who tell the driver how to drive: Would you stop being a backseat driver? I know where I'm going.
The figurative sense extends to anyone who criticizes or directs without having responsibility: The project had too many backseat drivers and not enough people doing the work.
