underinflating
Not pumping enough
Underinflating is putting less air or gas into something than is recommended or optimal.
The term applies most often to tires: Underinflating your tires reduces fuel efficiency and causes uneven wear.
It can also describe balloons, air mattresses, or anything pneumatic.
The opposite is overinflating.
