undercommitting

Pledging too little

Undercommitting is pledging less effort, time, or resources than might be expected or possible.

The practice is often strategic—promising conservatively to ensure you can deliver: I'd rather be undercommitting and overdelivering than the reverse.

It can also suggest holding back from full engagement: He's been undercommitting to this relationship from the start.
