skimming off
Diverting for oneself
Skimming off means taking something from the top or surface—literally removing cream from milk, or figuratively taking the best or most valuable portion: They skimmed off the top candidates before we even saw the applications.
It often implies illicit removal of money: The manager was skimming off the till for years.
