semiliterate
Can hardly read
Semiliterate describes someone who can read and write only at a basic level, or writing that reflects such limited ability.
The term implies functional but incomplete literacy—able to decode simple texts but struggling with complex material: a semiliterate note scrawled on the back of an envelope.
It can be used dismissively of poor writing regardless of the writer's actual education.
