rule in
Declare as admissible
To rule in is to keep something under consideration as a possibility, the opposite of rule out.
Investigators might rule in several suspects while ruling out others.
The phrase often appears in contexts where options are being evaluated: We can't rule in surgery until we see the test results.
Nothing has been ruled in or out at this point.
