population exchange
Bilateral ethnic transfer
Population exchange is the organized transfer of ethnic or religious groups between countries or regions, typically following war or political reorganization.
Unlike voluntary migration, population exchanges are state-directed and often coercive, displacing millions: The Greek-Turkish population exchange of 1923 uprooted over a million people from each country.
The term can euphemize ethnic cleansing when the "exchange" is one-sided or forced at gunpoint.
