A pair of underwear is a single garment worn beneath outer clothing to cover the genitals and buttocks.
The "pair" persists from an era when such garments were literally two separate leg coverings joined at the waist—the same linguistic fossil preserved in "pair of pants" and "pair of scissors." I need to pack a few pairs of underwear for the trip.
