A nonrunner is a horse or dog withdrawn from a race before it starts, or more broadly, anything that fails to participate as expected.
In British usage, it extends to people or plans that won't proceed: The merger is a nonrunner now that regulators have objected.
The word implies something was anticipated but won't happen.
