non-runner

One who abstains

A non-runner is someone or something that doesn't participate in a race or competition despite being entered.

In British horse racing, a non-runner is a horse withdrawn before the start—bettors get refunds.

More broadly, it describes any plan, idea, or proposal that won't work or won't proceed: The merger was a non-runner from the start.
