Legal aliens are foreign nationals residing in a country with official permission—through visas, work permits, or residency status.
The term distinguishes authorized immigrants from citizens on one hand and undocumented immigrants on the other: Legal aliens may work but cannot vote.
The phrasing sounds bureaucratic and increasingly dated, as "alien" has acquired unfriendly connotations in immigration discourse.
