leaning tower

Off-kilter spire

A leaning tower is a tower that tilts noticeably from vertical, usually due to foundation problems or ground settling.

The most famous is the Leaning Tower of Pisa in Italy, which has made the phrase nearly synonymous with that structure: We visited the leaning tower on our trip to Tuscany.
