jobsworth

Rules-obsessed minor official

A jobsworth is a minor official who rigidly enforces petty rules, refusing reasonable requests by citing regulations.

The term is British, from the excuse "it's more than my job's worth" to bend the rules: The jobsworth wouldn't let me in without ID even though she recognized me.

It implies someone who hides behind bureaucratic authority rather than exercising common sense.
