grey area

Neither black nor white

A grey area is a situation or category where boundaries are unclear and rules don't neatly apply.

It occupies the ambiguous space between two defined positions—neither clearly right nor wrong, legal nor illegal, acceptable nor unacceptable: Tax law is full of grey areas.

The spelling gray area is equally common, especially in American English.
