fettering
Putting in chains
Fettering is the act of restraining or confining, from the literal sense of shackling someone's feet with chains.
The word now appears almost exclusively in figurative contexts: fettering economic growth, fettering free speech, laws fettering individual liberty.
To accuse someone of fettering is to suggest they're imposing unjust constraints.
