federal territory
Central government's land
A federal territory is a region governed directly by a nation's central government rather than by a state or provincial administration.
Such territories may lack full representation in the national legislature or the self-governing powers that states possess: Puerto Rico and Guam are federal territories of the United States.
Some federal territories eventually achieve statehood; others remain in permanent administrative limbo.
