An excluder is something that keeps things out.

The word appears most often in specific devices: a queen excluder prevents a bee queen from entering certain parts of a hive, while a draft excluder blocks cold air from coming under doors.

More generally, anyone or anything that excludes can be called an excluder: The new policy makes the company an excluder of qualified candidates.
