empty suits
All appearance, nothing inside
Empty suits are people in positions of authority who lack substance, competence, or genuine leadership ability.
The image is of business attire with no real person inside—all appearance, no capability.
The term typically targets executives or politicians who look the part but contribute nothing of value: The boardroom was full of empty suits who'd never worked a day on the floor.
