draft legislation
Bill before passage
Draft legislation is a proposed law that has been written but not yet enacted.
It exists in preliminary form, subject to revision, debate, and amendment before any official vote: The committee released draft legislation on climate policy.
Unlike a bill formally introduced in a legislature, draft legislation may still be circulating informally among stakeholders or undergoing revisions.
