do-little

One avoiding effort

A do-little is someone who accomplishes little or avoids work—similar to a do-nothing but perhaps slightly less idle.

As an adjective, it describes ineffective or unproductive efforts: a do-little Congress, do-little reforms that changed nothing.

The term carries mild contempt, suggesting not just inaction but failure to act when action is needed.
