decliner
Person who refuses
A decliner is someone who declines—refuses an invitation, rejects an offer, or says no to a request.
The word appears most often in contexts where acceptance is expected or common: She was one of the few decliners among the wedding guests.
In survey research, decliners are those who refuse to participate.
