withholder

Refuses to give

A withholder is someone who withholds—who keeps something back rather than giving, sharing, or releasing it.

The term most often appears in tax contexts, where an employer acts as withholder by deducting taxes from wages before paying employees: The withholder must remit payroll taxes quarterly.

More broadly, anyone who refuses to provide something expected can be called a withholder: He was a withholder of affection, never quite giving himself fully.
